Competence Management in Virtual Enterprises

This paper discusses the modelling of competencies for individual humans and organizations. These competencies are used to configure a Virtual Enterprise by performing a gap analysis between required competencies for a certain project and competencies defined for different organizations that could be partner in the Virtual Enterprise. We propose a modelling approach based on HRXML, an international standard for Human Resource Management. Our proposed architecture assumes that competency profiles of organizations are published by means of Web services and thus can be searched for by other organizations. We discuss certain critical issues in such an environment.
